Switzerland has supported Moldova's transition through humanitarian aid and technical assistance projects since 2000. The WatSan Programme, launched in 2001 as part of its humanitarian support to the country, was among the first infrastructure programs on water and sanitation in Moldova, that focused exclusively on increasing the access to sustainable potable water supply and environmental sanitation for rural inhabitants. Through this program SDC demonstrated that decentralized water supply services and Ecosan toilets are viable options in rural areas. On this basis it was decided that the SDC WatSan approach will be replicated and scaled up, hence, without SDC direct involvement. In 2008, SDC decided to end the direct implementation of water and sanitation projects and to contract an external implementer. In a tender procedure, Skat (Swiss Resource Centre and Consultancies for Development) was selected and contracted as the new implementing organization of the Project which is now known as ApaSan for the perio 2009-2015.
